PROBLEM TO BE SOLVED: To easily encode key data while securing a sufficient degree of secrecy, in a system which is not required for such a high degree of secrecy. SOLUTION: A location change circuit 14 relocates plural blocks data from a key data dividing circuit 13, and outputs them as plural block data e1. A data difference circuit 15 outputs the 1st block data to be transmitted first of the plural block data e1 outputted by the location change circuit 14 as a reference block data f1, and block data g1 to be transmitted thereafter as difference information between the reference block data and each remaining block data. A data coupling circuit 16 embeds the reference block data f1 and the difference information block data g1 from the data difference circuit in the encoded data b1 enciphered by the key data, and guides both data to an output terminal 17 as an output data series h1. |
