PURPOSE: An apparatus and a method for manufacturing vinyl for a vinyl-house are provided to reinforce the strength thereof, to easily check the time of production, and to reduce the cost and the labor of production. CONSTITUTION: An apparatus for manufacturing vinyl for a vinyl-house is comprised of a first cutting device(11) for cutting the one side of the vinyl of closed surface, a second cutting device(12) for cutting the hem of a skirt of a specific width from the cut part of the vinyl, a first guide roller(13) for rotating the cut hem of the skirt across the angle of 45 degree and moving it, a second guide roller(14) for rotating the hem of the skirt moved by the first guide roller along the moving direction of the vinyl, and an adhesive device(20) for attaching the hem of the skirt and the vinyl together by heating and cooling them.
