PROBLEM TO BE SOLVED: To provide a system which a license manager is built in a rental software, which is to be installed to a terminal device in a user's system, and permission to use the software, acquirement of it's usage and an accounting for the usage are communicated without considering a communication path between this license manager and a license manager prepared in a server system connecting to the user's system through internet and fire walls. SOLUTION: In a client system and the server system a signal transform medium is prepared that transforms each signal communicated in these systems to signals which can pass the fire walls, and transforms the signals which has passed through the fire walls to the signals communicated in the systems.
