PROBLEM TO BE SOLVED: To provide a color conversion filter which prevents propagation in lateral direction of light in a planarizing layer, suppresses generation of cross talk of emitted color, and can improve color reproducibility, and an organic EL display panel using the same. SOLUTION: The color conversion filter comprises a transparent substrate, a plurality of kinds of color conversion filters formed on the transparent substrate, a planarizing layer formed so as to cover the plurality of kinds of color conversion filters, a passivation layer formed on the planarizing layer. The planarizing layer has a high transmittance portion at the location corresponding to the plurality of kinds of color conversion layers and a low transmittance portion at the location other than that.
