PROBLEM TO BE SOLVED: To provide a traffic signal controller having a plurality of step counters in a signal control circuit, independently controlling uplink and downlink signals, and controlling the signals in real time according to a traffic condition of each road crossing at an intersection. SOLUTION: The traffic signal controller is provided with; an operation level determination circuit 4, a CPU interface circuit 5, timer circuits (N)6 and (S)8 for setting a unit time of a step, a clock circuit 7, step counter circuits (N)9 and (S)10 for counting the steps based on a step signal, a step synchronization circuit 11 for synchronizing the step signals generated from each step counter circuit, an aspect memory reading circuit 12 for reading data in an aspect memory 3, a GG determination circuit 13 for forcibly changing the lighting color of a signal light when detecting signal light data principally prohibiting simultaneous lighting, and a lighting color output circuit 15 for lighting a signal light based on the lighting data stored in the aspect memory 3.
