PROBLEM TO BE SOLVED: To provide a surface modification method for modifying the surface of the plastic member, which uses the pressurized fluid and which makes it possible to form a metal film having a satisfactory surface roughness and having a high adhesion force. SOLUTION: A surface modification method is provided, which includes permeating a permeative substance into a surface of a plastic member by using a pressurized fluid, and dissolving the permeative substance with a solvent to remove the permeative substance from the surface of the plastic member.
