A call processing change method for improving the voice quality of resolution in order to provide a voice quality service is provided to improve the call quality service of a mobile communication terminal located in coast and short sea by using a based station only for sea. A control station receives an originating message including a special telephone number requesting a service conversion to a base station for sea from a general base station(S201). The control station determines call origination based on the special service code(S203). It confirms whether the resolution exclusive base station linked with the general base station exists. The control station generates a service conversion message including identifying information of the base station. A service conversion is performed from the general base station to the base station for sea(S205).
