PROBLEM TO BE SOLVED: To provide a battery monitoring circuit monitoring the voltages of all the element batteries at lower cost, and also to provide a battery control system. SOLUTION: The battery monitoring circuit includes: a battery pack comprised of two or more element batteries and having positive and negative output terminals; a voltage detection circuit that detects the voltage of each of the element batteries; and a power line communication circuit that modulates a voltage detection signal detected by the voltage detection circuit into a power line communication signal and superposes the modulated power line communication signal between the positive and negative output terminals and outputs it.
