The present invention provides: a deionization filter apparatus capable of uniformly maintaining a total dissolved solution (TDS) value of the water discharged after passing through the deionization filter; and a water treatment device comprising the same. A deionization filter according to an embodiment of the present invention comprises: an electrode for adsorbing solid materials contained in the inflow raw water; a filter unit including a power unit for applying a voltage to the electrode; a flow amount sensor for sensing the flow amount of the purified water passing through the filter unit; a flow amount controller for controlling the flow amount of the raw water flowing into the filter unit; a TDS removal ratio detector for detecting the TDS removal ratio, which is the ratio of solid materials removed by the electrode compared with TDS contained in the raw water; and a controller for controlling the power unit to adjust the voltage or controlling the flow controller to adjust the flow of the raw water flowing into the filter unit, according to the TDS removal ratio.
