<P>PROBLEM TO BE SOLVED: To provide an evacuating tower having a high strength against water flow like tsunami or flood, and rainstorm. <P>SOLUTION: The evacuating tower 1 is provided with a plurality of struts 6A to 6H extending diagonally to the ground and toward a top of an imaginary circular cone A, a circular body 7 connecting front end sides of the struts 6A to 6H with one another, a plurality of floor parts 3A to 3C, a side wall 4 surrounding an outer periphery of the floor parts 3A to 3C, and stairs 5. A second floor evacuating room 16 is formed by the floor parts 3A, 3B and the side wall 4, and a third floor evacuating room 17 is formed by the floor parts 3B, 3C and the side wall 4.
