PROBLEM TO BE SOLVED: To solve the following problems: when a periodic moving design pattern is included in a video image input as an input image, the portion subjected to image processing seems to partially blink, thereby causing visual discomfort.SOLUTION: A second intermediate image (D2) is generated from a first intermediate image (D1) formed by extracting a component near a specific frequency band of an input image (DIN). Correction intensity (D3) for each pixel of the second intermediate image (D2) is decided (3).
