<P>PROBLEM TO BE SOLVED: To provide a method for manufacturing a conductive roller having no specific and ununiform portion such as a removal line existing on a surface layer and capable of forming the surface layer with uniform thickness even in a roller body and in rollers relative to each other, and a conductive roller formed by this method. <P>SOLUTION: An application roll 11 and a base part of the conductive roller 1 cross with a predetermined angle including 90° while coating is fed to a peripheral surface of the application roll 11. At an attitude that these peripheral surfaces approach each other with a gap less than 100 μm, while rotating both of the application roll 11 and the base part of the conductive roller 1, at least one of the application roll 11 and the base part of the conductive roller 1 is relatively displaced relative to the other in a base part length direction.
