<p>The parking meter, telescope or other device holding money (1) is mounted on an upright column (2) whose lower end is embedded in the ground (3) and attached to a base plate. A protective cylinder surrounds the column and is attached to a pedestal (4) which sits on the surface of the ground (7). The outer cylinder is free to rotate about the inner column, so that any attempt to cut off the meter is foiled. Since the outer cylinder is able to rotate, a pipe cutter cannot be turned relative to the cylinder to score a cut.</p> |
