In a comverter for molten steel, an elongated stopper is pivotably suspended as a pendulum from a supporting arm and immersed in the molten steel. When steel is at a first level, the stopper is lowered temporarily to close the tap hole and to lift the molten steel to a first height, at which the molten steel flow out through the tap hole without incorporating floating slag. The stopper is maintained vertically, irrespective of converter tilt, and has a spherically shaped end portion, which maintains a constant space between it and the tap hole. A constant outflow of steel is produced and the whirling of the slag into the molten steel flow is prevented. On completion of outflow, the stopper is lowered into the tap hole.
