PROBLEM TO BE SOLVED: To produce the subject fuel oil efficiently freed from sulfur content thereof to extremely low levels, thereby enabling the load on a desulfurizing agent to be reduced and also capable of effecting longer service life of a steam reforming catalyst in hydrogen production stage. SOLUTION: This kerosene-based fuel oil for fuel cells is characterized by containing <=2.0 wt.% of bicyclic aromatic hydrocarbon compound(s) and, preferably also <=0.2 wt.% of the other polycyclic aromatic hydrocarbon compounds.
