PROBLEM TO BE SOLVED: To obtain excellent sterilizing performance and preserving performance without using chemicals by rinsing wet towels by using strong acid water generated by electrolysis using salt or the like as an electrolyte after the wet towels are regularly washed by using a detergent, and performing sealing processing by an airtight sheet after dehydrating processing is performed on these. SOLUTION: Strong acid water and strong base water are generated by electrolyzing it by using salt as an electrolyte, and generated water is separately stored in respective storage tanks 8 and 9. In washing work of wet towels, after used wet towels are prewashed by respective washing machines 25..., washing transfers to regular washing. In this regular washing, a detergent and a disinfectant are inputted, and strong base water warmed by a warm water boiler 14 is sent into.
