PROBLEM TO BE SOLVED: To provide the image dividing device and method. SOLUTION: This device and method include an initial image dividing part 100 which converts the color signal of an input image into a prescribed space and divides the input image into plural areas according to the positions that are occupied by the color pixels of the input image in the color space, an area structuring part 110 which divides each divided area into plural layers according to the horizontal adjacency relation and the vertical inclusion relation of divided areas, grouping the adjacent areas to form an area group in each layer and extracts the vertical inclusion relation of area groups of each layer and an over-divided area connecting part 120 which decides the connecting sequence of areas according to the horizontal adjacency relation of areas and the vertical inclusion relation of area groups, evaluates the propriety of connection of adjacent areas from the connecting sequence and secures the connection of areas if it is decided that the evaluated areas have substantially the same image characteristics.
