PROBLEM TO BE SOLVED: To provide the forced screen update device where a coded bit amount of an image is reduced and the image update processing is not an eyesore on a screen. SOLUTION: An update macro block setting section 10 has an update table storage section 11 that stores the number of a macro block to be subjected to forced screen update for each frame, and an image update discrimination section 30 checks coincidence between a macro block number MB of a control object and a macro block number read from an update table storage section 11. When they are equal, period data denoting execution period of coding processing in the intra mode are read from a history information storage section 40, and when the value exceeds an upper limit, it is discriminated to conduct a forced image update. Furthermore, history data denoting a consecutive number of coding processing in the inter mode are read from the history information storage section 40 and when this value exceeds a forced update setting number, forced screen update is discriminated to proceed.
