PROBLEM TO BE SOLVED: To improve operability and maintainability resulting in providing an efficient communication control. SOLUTION: Means for controlling a monitor signal transmission 11 performs a transmission control between monitor signals for performing a monitor control of an optical communication and monitor signals for driving for performing a driving control of an optical fiber amplifier 13 which performs an optical amplification utilizing a non-linear optical phenomena in an optical fiber 3. Means for stopping the transmission 12 receives the stop signals and stops the transmission of the monitor signals for driving. Means for controlling a drive 14 receives the monitor signals for driving and controls the drive of the optical fiber amplifier 13. Means for transmitting the stop signals 15 transmits the stop signals to a transmission apparatus 10a after driving the optical fiber amplifier 13.
