PROBLEM TO BE SOLVED: To improve process efficiency of a reformer for generating hydrogen from raw fuel of hydrocarbon system. SOLUTION: The reformer (30) for a fuel cell system is provided with a vapor supplier (50), which is divided into a source gas channel (54) and an exhaust gas channel (55) with a vapor transmitting film (51). Source gas to be sent to a reformer (31) is guided into the source gas channel (54) and an air electrode exhaust gas is guided into the exhaust gas channel (55). In the vapor supplier (50), vapor in the air electrode exhaust gas transmits the vapor transmitting film (51) and is supplied to the raw fuel in a state of vapor.
