PROBLEM TO BE SOLVED: To provide an electronic settlement system avoiding damage caused by illicit use of an IC card even if the card is lost. SOLUTION: The electronic settlement system comprises an IC card 3 for storing settlement data for making a settlement with a financial institution and payment data consisting of the prices of merchandise or services, an electronic settlement terminal 1 carried by the user of the IC card 3, and a bill settlement computer 2 for carrying out a settlement process according to the data stored in the IC card 3. The system includes a means for allowing the user to make the electronic settlement terminal 1 usable, a means for writing the payment data and the settlement data from the electronic settlement terminal 1 onto the IC card 3, a settlement means for making an online settlement by reading the data of the IC card 3 by means of the computer 2, and a means for erasing the data of the IC card 3 after the completion of the online settlement.
