PROBLEM TO BE SOLVED: To provide a device, a system and a method for determining mobile communication service by which the mobile communication service of the lowest tariff can be selected without judgement by a user. SOLUTION: In a mobile communication service determining device 20 applied to a mobile communication system 1 for selecting a service to be utilized by a mobile communication terminal 10 out of a plurality of mobile communication services (PDC and PHS(R), for example), this device is provided with a distance data acquiring part 22 for acquiring distance data concerning a distance between the call originating side mobile communication terminal 10 and a call terminating side mobile communication terminal 30, a tariff data storage part 23 storing tariff data concerning a tariff to be determined corresponding to the distance for each of a plurality of mobile communication services and a determination part 24 for determining the mobile communication service of the lowest tariff among a plurality of mobile communication services on the basis of the distance data acquired by the distance data acquiring part 22 and the tariff data stored in the tariff data storage part 23.
