PROBLEM TO BE SOLVED: To efficiently manage the working status of an on-line job. SOLUTION: This is a file server 4, which is connected to a plurality of worker terminals via a network and manages the working status of multiple kinds of on-line work conducted via the plurality of worker terminals. The file server is connected, via the network, to a high-order manager terminal which is used by a higher-order manager who manages a plurality of lower-order managers for the on-line work conducted by the plurality of workers. The file server 4 is provided with; a management right information table b4 which stores, for each lower-order manager, management right information relating to the presence or absence of a management right of a higher-order manager; a communication control part 44 which receives a management right alteration instruction signal which is transmitted from the communication control part of the higher-order manager terminal and relates to instructions for the alteration of the presence or absence of the management right of the management right information table b4; and a CPU 411 which alters, for each lower-order manager, the management right of the management right information stored in the management right information table b4 based on the management right alteration instruction signal thus received.
