PROBLEM TO BE SOLVED: To provide a frequency modulating device and an optical scanning device of an image forming device, which achieves waveform correction when driven by a high-frequency laser, accurately and in a simple structure. SOLUTION: The image forming device carries out a correction of an image by emitting light as a pulse duration modulating signal 8 within one pixel, based on a memory means EEPROM 15 in which correction data 9 for image data 2 is stored depending on the light intensity of a semiconductor laser 11.
