PROBLEM TO BE SOLVED: To provide a light-diffusing layer, which can suppress halation, while maintaining antidazzle property and to provide a light-diffusing sheet having the light-diffusing layer, and to provide an optical element with the light- diffusing sheet applied. SOLUTION: In the light-diffusing layer consisting of a resin film layer having fine recesses and projections on its surface, the surface having fine recesses and projections exhibits <=70% mirror gloss at 60 deg. angle. The distribution of gloss at 60 deg. incident angle measured by changing the accepting angle from 35 deg. to 85 deg. by 1 deg. increment shows that the ratio (b)/(a) of the accepting angle broadening range (b) for 20% gloss to the acceptance angle broadening range (a) for 1% gloss is >=0.05 and <=0.35. |
