PROBLEM TO BE SOLVED: To enhance efficiency in communication by reducing overhead of a control signal along with a shift of an RRC to a connected mode.SOLUTION: A radio communication system includes a base station 102 and a radio station 101. The base station 102, after receiving a first control signal of an RCC which includes type information from the radio station 101, transmits a second control signal of the RRC to the radio station 101, thereby setting a shift of the RCC to a connected mode.
