PROBLEM TO BE SOLVED: To protect the copyright of an information provider and to ensure the image quality of a range satisfying a user in the case of inputting HD(high definition) information and outputting the information to an external device. SOLUTION: The resolution of the received high definition(HD) video information is converted into that of interlace or progressive scanning video information with number of scanning lines of standard definition(SD) and is outputted. A recording medium records control information to limit the resolution at an output. The resolution is selected depending on the charging imposed on a user. Thus, the profit of the copyrighter and that of the user are kept compatible.
