PROBLEM TO BE SOLVED: To obtain a hydrogen-permeable membrane by using an inexpensive and easily available material instead of Pd or a Pd alloy since Pd is very expensive and hardly available, the conventional hydrogen-permeable membrane obtained by using a large quantity of Pd is also very expensive and subsequently the price of a reformer is raised much more. SOLUTION: At least a part of this hydrogen-permeable membrane 2 is formed by using a Ta alloy obtained by adding one or more metallic elements selected from the group consisting of Fe and Mo as additive elements to Ta of its base metal.
