PROBLEM TO BE SOLVED: To at first provide a paper in which lowering of paper strength and stiffness is slight, though filler is formulated in high ratio and paper is made bulky and to secondly provide a production method capable of effectively reducing paper strength and stiffness and enabling stable operation. SOLUTION: The method for producing the paper comprises adding a mixed solution prepared by adding a solution or an emulsion of polyvinyl amine to slurry of inorganic particles used for filler for paper or pigment for coated paper and mixing the inorganic particle slurry with the solution or the emulsion of polyvinyl amine in a weight ratio (based on solid content) of inorganic particles/polyvinyl amine of (100/0.01) to (100/5.0) to a paper stock to make paper.
