PROBLEM TO BE SOLVED: To provide a water retaining mat for pavement capable of stably suppressing the rise of a road surface temperature by increasing the water retainability of a paved body, enabling remarkable reduction in system cost and maintenance cost, and capable of preventing the road surface of the paved body from being affected. SOLUTION: This water retaining mat 1 for pavement is disposed inside or on the rear side of the surface layer portion with permeability of the paved body. A water absorbing swelling body 4 swelled by absorbing water and a shape retainable body 5 forming a swelling and absorbing space S in which the swelled portion of the water absorbing swelling body 4 intrudes are held between a pair of water permeable sheets 3, 3 in a stacked state.
