PROBLEM TO BE SOLVED: To provide a communication switching apparatus that can be connected to a communication terminal connectable to both a mobile communication network and a wireless LAN selectively via the two networks. SOLUTION: The communication switching apparatus includes: a request-receiving section 101 for receiving connection request information; a communicable network determining section 102 that determines a network communicable by a mobile phone 30, in a wireless private communication network NW2 and a mobile communication network NW1, on the basis of the telephone number of the mobile phone 30 included in the received connection request information; a priority deciding section 103 for judging the priority of a plurality of the networks, when the plurality of determined communication enabled networks exist; a call termination determining section 104 for determining the network for communication connection to the mobile phone 30, on the basis of the determined priority; and a call termination control section 105 for applying call termination control to the mobile phone 30 via the determined network.
