PROBLEM TO BE SOLVED: To provide an image forming apparatus and a developing device which can simultaneously achieve the reproducibility of a solid image and the elimination of an image memory. SOLUTION: The developing device 16 of the image forming apparatus 10 has a developing roller 42 facing a photoreceptor 12 and a supply and recovery roller 50 facing the developing roller. A power supply 70 which alternately applies such a voltage that the potentials of the developing roller and the supply and recovery roller become the same or almost the same as each other and such a voltage that toner is electrically biased from the developing roller to the supply and recovery roller, is provided between the developing roller and the supply and recovery roller. Further, the developing device has a contact supply member 52 which comes into contact with the supply and recovery roller, to supply the toner to the supply and recovery roller.
