PROBLEM TO BE SOLVED: To prevent content from being redundantly distributed. SOLUTION: When there are user conditions to which a processing object user is adapted among user conditions set in a content category, the priority of the content category in which the user conditions to which the processing object user is adapted are set is increased. For example, even when there are two or more user conditions to which the processing object user is adapted among the user conditions set in the content category, the priority of the content category in which the user conditions to which the processing object user is adapted is increased, and the content belonging to the content category is put in an easily distributed state, so that it is possible to prevent the content from being redundantly distributed.
