A video stream conversion device and a method thereof are provided to perform conversion between bit streams compressed at different bit rates without increasing overall bit rates, thereby maintaining stable bit stream transmission. A switching bit stream generator(330) calculates plural switching frames that support switching to a second bit stream from a first bit stream, based on the first bit stream and the second bit stream. The switching bit stream generator generates a switching bit stream including the calculated switching frames. Based on a frame of the second bit stream at a time when the first bit stream and the second bit stream are switched, the switching bit stream generator calculates the switching frames individually corresponding to the frame of the second bit stream and a frame of the first bit stream.
