According to an embodiment of the present invention, a punched hole sealing apparatus and a ground stabilizing method using the same inserts a filler sealed by a wrapper into a punched hole; and then cuts the wrapper such that the filler flows out from the wrapper and is hardened in the punched hole to prevent a rock bolt and grouting from falling to the outside of the punched hole when performing a ground stabilizing work through hardening of the grouting after forming the punched hole on the ground, and inserting the rock bolt into the punched hole and then inserting the grouting. The punched hole sealing apparatus may comprise: a main body part which provides an arrangement space where the sealed filler is arranged, and is inserted into the punched hole; and an external force applying part which applies an external force to the wrapper by being moved from a first position to a second position around the main body part such that the filler is hardened by cutting the wrapper where the filler is packed.
