PROBLEM TO BE SOLVED: To provide a video encoder, an encoding method and a program, which can reduce a processing amount on quantization processing when an encoding tree unit is encoded.SOLUTION: A video encoder 1 comprises: temporary quantization means 220 which quantizes a conversion coefficient obtained by converting a prediction residual being a difference between an input image and a prediction image for each available conversion unit with quantization offset; encoding cost determination means 221 for evaluating encoding cost in response to a temporary quantization result by the temporary quantization means; and quantization means 203 for performing rate distortion optimum quantization processing on the conversion coefficient to an encoding candidate being a combination of the selected processing units in response to the evaluated encoding cost by the encoding cost determination means.SELECTED DRAWING: Figure 1 |
