The present disclosure relates to a communication technique for converging IoT technology with a 5G communication system for supporting a higher data transmission rate after a 4G system and a system thereof. The present disclosure can be applied to intelligent services based on 5G communication technology and IoT-related technology (for example, smart homes, smart buildings, smart cities, smart cars or connected cars, healthcare, digital education, retail business, security and safety-related services, etc.). Specifically, a method of a base station according to the present invention comprises the steps of: receiving a non-access stratum (NAS) message from user equipment; transmitting a first initial UE message including the NAS message to a first mobile management entity (MME); receiving a rerouting request message including the NAS message from the first MME; and transmitting a second initial UE message including the NAS message to a second MME. |
