Embodiments of the present invention provide a service flow offloading method and apparatus. In a process in which a UE accesses a 3GPP network, an eNB sends a first multiflow aggregation instruction to the UE, so as to instruct the UE to establish a first multiflow aggregation channel from a non-3GPP network to the eNB; and the UE receives the first multiflow aggregation instruction and establishes the first multiflow aggregation channel, wherein the first multiflow aggregation channel is used for transmitting part of data in an uplink service flow offloaded and transmitted in the non-3GPP network or part of data in a downlink service flow of the UE, and other data in the uplink service flow or other data in the downlink service flow is transmitted in a 3GPP channel in a 3GPP network. By means of the method, different data packets in a same service flow can be simultaneously transmitted in a 3GPP network and a non-3GPP network, and the air interface bandwidth is effectively increased. |
