PURPOSE:To enable remarkable saving of storage capacity without lowering the forecast coincident rate, by coding noticed picture elements through forecast through the use of a background pattern and a chroma discrimination signal. CONSTITUTION:NOR gates 2a-2h discriminate if the NOR logic according to black/red signal line of picture elements A-H, i.e., the picture elements A-H are different from background color, and they output ''0'' if different and ''1'' if not different. A background discriminating pattern is inputted in parallel with input terminals P7-P0 of a priority encoder 4 and input terminals A7-A0 of a ROM3. The encoder 4 detects a close picture element different from the background color from the pattern, designates the picture element with the highest priority in the order of A-H and outputs the designated code to output terminals PA, PB, PC in parallel with a binary code made of 3-bit. |
