PURPOSE:To express efficiently information on an output screen and to reduce communication time by using a pattern of an exclusive ruled line element chip whose longitudinal direction is a half in comparison with the pattern size of a character [Kanji (Chinese character), non-Kanji] other than the ruled line element chip to reduce the occupied space. CONSTITUTION:Dot pattern information of a ruled line element chip having length which is a half the character size is stored in an exclusive ruled line element chip dot pattern storage section 35. In generating a picture by a standard ruled role element chip only, the longitudinal length is 4l1. On the other hand, in generating the picture by using the exclusive ruled line element chip, the longitudinal length is 3l1 and the space of the length l1 with respect to the longitudinal direction is increased as a character expression space. The converted pattern information is sent to a facsimile signal converting section 36, where the information is converted into a facsimile signal and the signal is sent to a telephone line 4.
