The method comprises the steps of counting a voltage of a symmetrical area of a railroad providing three-phase power; inputting the counted voltage to a neuro fuzzy network; checking an error by counting K1 when an operation of the neuro fuzzy network is completed; setting and counting K2, K21, K0, and K01 depending upon the kinds of the checked error; and counting an error distance by means of the K1 in the third step and the K2, K21, K0, and K01 in the fourth step (where, K21 is a constant used in classifying a balance error and non-balance; it is 1 in case of the balance error and 0 in the other case. The other values are as follow: K1=E1/ΔE0=normal voltage/the amount of the normal voltage change, K0=E0/ΔE0=zero area voltage/the amount of zero area voltage change, K2=E2/ΔE2=zero area voltage/the amount of zero area voltage change, and K01=!ΔE0/ΔE1!/EXP{j(&thgr;01-&thgr;12)}.
