a high voltage supplying unit for charging a power cable; a switch unit for electrically connecting and cutting a conductor of the power cable and the high voltage supplying unit; a high resistance unit which is connected to the conductor; a measuring unit which receives a discharge current from the power cable flowing through the high resistance unit by opening the switch unit, after the power cable is charged, for obtaining measurement data for determining deterioration state; a display unit for storing the measurement data and displaying the measurement data by a graph manner; and a determinating unit for finally displaying the deterioration state of the power cable by predetermined standard data.
