The device includes an input terminal (11) connected to a clock (7) and a second terminal (8) connected to a temperature sensor (9). A periodic signal is delivered through an output (10) to power switches (5) which control the power supply (4) of heating resistors (3). The control signal is delivered only during hours of electricity preferential tariff.A system testing module (1) is connected to the control device and the heating system via a terminal (16). The testing device includes a casing (12) presenting a digital display (13), a fuse (14) and an indicating light (15). The casing is attached with clips (17) to a rail and houses a time interval counter, an input circuit and a reset circuit.
