PROBLEM TO BE SOLVED: To provide a method for manufacturing a double-side wiring film carrier comprising a through hole where, having conduction reliability, a conductive paste is packed. SOLUTION: A metal foil is provided on both surfaces of an insulating base film, one surface of the metal foil is a pattern layer wile the other surface a ground flat-surface layer, and a through hole 14 penetrating both layers is filled with a conductive paste 11. Here, when the conductive paste 11 is packed by screen printing, a gas-permeable film or a sheet 9 of thickness 5-100μm is pasted on a surface opposite to the printing surface in advance, and, after the conductive paste is packed, the gas-permeable film or sheet 9 is peeled.
