摘要 PROBLEM TO BE SOLVED: To provide a moving image coder that prevents a code quantity of an entire VOP(video object plane) from being increased even when a correlation between a VOP to be coded and a reference VOP is low. SOLUTION: A coding section 10 can conduct moving image compression processing by intra-coding and inter-coding, divides a received VOP into MBs(macro blocks) to apply coding processing to them according to either of the moving image compression methods in response to an instruction from a generated code quantity control section 50 described later. A generated code quantity counter section 30 counts the coded quantity of the generated bit stream. A quantization scale average calculation section 40 accumulates quantization scales instructed from the generated code quantity control section 50 to calculate a mean value of the quantization scales for each VOP. The generated code quantity control section 50 applies switch control of the coding of the coding section 10 into the intra-coding depending on the generated code quantity, the mean value of the quantization scales and the number of frame a skips.
