PROBLEM TO BE SOLVED: To provide an electromagnetic actuator which is capable of generating a desired electromagnetic force without increase in size and restraining a hysteretic tendency from occurring in its performance characteristics. SOLUTION: A housing cylinder 5 is composed of a first cylindrical member 58 formed of non-magnetic material surrounding a center post 53 and a plunger 56 and a second cylindrical member 59 formed of magnetic material. A part of the first cylindrical member 58 near the plunger 56 is made thin-walled to serve as a small-diameter part 58b, and the second cylindrical member 59 is externally fitted to the small-diameter part 58b.
