PROBLEM TO BE SOLVED: To provide a ground reinforcing structure for producing sufficient function on an unexpected horizontal load due to earthquake without disordering a natural ground and permitting the formation of a safe ground without giving influences on peripheral grounds for a long period, and its constructing method. SOLUTION: The reinforcing structure comprises at least one layer of reinforcing portion consisting of a tight layer 30 containing a continuous reinforcing material placed on all or part of an area to be reinforced, a first compact layer 40 formed on the tight layer using soil, a drain layer 50 placed on the first compact layer and formed of one or plural spaced band materials and a second compact layer 60 formed on the first compact layer containing the drain layer, using soil.
