PROBLEM TO BE SOLVED: To provide a flame-retardant polyolefin-based resin composition for a tape substrate having similar characteristic as polyvinyl chloride. SOLUTION: This flame-retardant polyolefin-based resin composition for a tape substrate comprises (A) a copolymer of at least one among ethylene-vinyl acetate and ethylene-ethyl acrylate, where content of vinyl acetate unit or ethyl acrylate unit is 10 to 40 wt.%, (B) a linear low density ethylene-α-olefin copolymer, (C) a propylene random copolymer and (D) a hydrated metallic compound, which is obtained by blending C component and D component to a base resin comprising A component and B component.
