PROBLEM TO BE SOLVED: To change the content of voice guidance, depending on bases of a communication request destination, in response to dispersing of IP telephone terminals stored by an IP-PBX in a large area. SOLUTION: In an IP internal telephone system, at least one of a plurality of message trunks, corresponding to a terminal classification point, is set by each of a plurality of terminal classification points for a terminal classification point voice guidance specific to each terminal classification point, and others are set to a common voice guidance shared by a plurality of classification points. Corresponding to the communication request, it is determined whether the communication request requests the terminal classification point voice guidance, or the common voice guidance. One message trunk which is set to correspond to the determination result is extracted as an allocation message trunk and is allocated to a communication path of the external terminal.
