PROBLEM TO BE SOLVED: To provide an ion generating element having an ion detecting part which is hard to be affected by blowing direction of a discharge means. SOLUTION: The ion generating element 6 is provided with a dielectric substrate 9, a discharge electrode 10 which is formed on the surface of the dielectric substrate 9 and which has at least three sharp-pointed parts 10a, a dielectric electrode 11 which is formed interior or at the rear face of the dielectric substrate 9 and which is opposed to the discharge electrode 10, and a conductor 12 for ion capture which is formed on the surface of the dielectric substrate 9 and which captures ions, and the conductor 12 for ion capture is installed at the center position of a closed region obtained by mutually uniting neighboring sharp-pointed parts 10a.
